ERICK ODHIAMBO OGENGA APPOINTED NEW COUNTY ASSEMBLY CLERK

Mr. Erick Odhiambo Ogenga is the new Clerk of the County Assembly of Siaya. He becomes the 3rd Clerk of the County Assembly since its establishment.
In a Special Sitting convened vide Gazette Notice No. 5976, Members of the County Assembly unanimously approved a Special Motion from the County Assembly Service Board seeking the appointment of Mr. Ogenga as the Clerk of the County Assembly. The Motion was moved by Ukwala MCA and the Vice Chair of the Siaya County Assembly Service Board, Hon. Joseph Peter Oduor, and seconded by Sigomre MCA, the Hon. Andrew Omollo Omwende.
The Office of the Clerk fell vacant on Tuesday, 30th April, 2024, after the County Assembly approved a Motion sponsored by the County Assembly Service Board in line with Section 23(8) of the County Assembly Service Act, 2017, seeking to revoke the appointment of former Clerk of the Assembly – Mr. Isaac Felix Olwero.
Mr. Ogenga, emerged top amongst 11 other contenders for the position. They were all subjected to rigorous interviews on Friday, 17th May, 2024 by the County Assembly Service Board where Ogenga attained a score of 80.5%.
While moving the Motion, Hon. Oduor said that during the interviews, the County Assembly Service Board assessed the candidates’ academic qualifications, technical aptitude, leadership and administrative experience, among other credentials.
“The County Assembly Service Board recommends the appointment of Mr. Erick Odhiambo Ogenga for the position of County Assembly Clerk on account of his qualifications as per the provisions of Section 13(2) of the County Government’s Act, 2012. Further, he has the longest and most relevant experience and achievements suitable for the position,” said Hon. Oduor.
Mr. Ogenga holds a Bachelor of Education Degree from Kenyatta University. He also holds a Masters Degree in Business Administration from the University of Botswana. He recently completed the Chartered Secretary (CS) qualification course and is currently pursuing a PhD in Finance.
Mr. Ogenga joined the County Assembly of Siaya in 2014 as a Senior Research Officer. He later on rose through the ranks to become the Deputy Clerk in 2017. In March 2019, he was appointed the Ag. Clerk of the County Assembly, a position he has held with distinction to date.
During his tenure as Ag. Clerk, he delivered a seamless transition of the 3rd Assembly in 2022. He also ensured successful review of five County Assembly policies including the review of the County Assembly Standing Orders and spearheaded the successful enactment of various Acts of the County Assembly.
As the Clerk and the Chief administrative officer of the County Assembly, he will be responsible for the day to day management and functioning of the County Assembly as well as the overall supervision of the County Assembly staff. His other duties will include the provision of advisory services to the Speaker, Members of the County Assembly and the County Assembly Service Board.
As an accounting officer, he will be in charge of financial operations of the County Assembly and authorize all the Assembly expenditures.
He will also be tasked with rendering expert, non-partisan and impartial advice to the Members of the County Assembly on the legislative process, and parliamentary procedure and practice.
