SIAYA COUNTY ASSEMBLY COMMITTEES HOST THEIR BUSIA COUNTERPARTS ON A BENCHMARKING MISSION.

House Committees on Health and Sanitation, along with Trade, Cooperatives & Industrialization, have this week had the privilege of hosting their counterparts from Busia County Assembly in a week-long benchmarking initiative. This collaborative exercise aimed to facilitate a comprehensive exchange of knowledge and best practices, with a view to strengthening legislative oversight, policy formulation and service delivery to their respective electorates.

Under the leadership of Hon. Michael Otieno Adiala (Siaya) and Hon. Joseph Eseme (Busia), members of the Committees on Finance, Trade, Industry, Labour and Cooperative Development from the two County Assemblies exchanged insights on several critical areas. These included policy development, the regulation of Micro, Small, and Medium Enterprises (MSMEs), the management of market and trade infrastructure, as well as strategies to enhance public participation and foster stakeholder engagement in trade-related matters.

In matters of health, Hon. Bernard Adala, who chaired the Siaya Committee, alongside his Co-Chair, Hon. Dalmas Onjole, conducted an in-depth discussion regarding the management of human resources personnel within the health sector. They examined best practices for overseeing County health facilities and implementing preventive and promotive health programs designed to improve community health outcomes.

The health committees made a commitment to review the legislative and oversight framework governing health services in their respective counties, as well as to explore the development of strategic partnerships aimed at financing health initiatives and improving service delivery.

The benchmarking engagement, which commenced on Monday, 26th January, 2026, has worked towards the formulation and execution of strategies that would bolster trade collaboration between the two neighboring counties and promote the provision of quality health services.

In his closing remarks, the Clerk of the County Assembly of Siaya, Mr. Erick Ogenga, who actively participated in the sessions, emphasized the importance of adopting a collaborative approach when addressing trade and health service challenges. He asserted that such collaboration could have a profound and direct impact on the lives of citizens, ultimately leading to improved welfare in both counties.
