HOUSE APPROVES THE SIAYA COUNTY YOUTH TRAINING AND EMPOWERMENT BILL, 2021
The County Assembly has today passed The Siaya County Youth Training and Empowerment Bill, 2021.
The principal objective of the Bill sponsored by Hon. Benard Adalla is to address the fundamental challenge of youth unemployment and to give effect to Article 55 of the Constitution of Kenya, 2010 which requires the government to take measures to ensure that the youth access employment, relevant education and training; have opportunities to associate, be represented and participate in political, socio-economic and other spheres of life and are protected from harmful cultural practices and exploitation.
Hon. Adalla opines that, ‘the Constitution requires the County Government to take legislative, administrative and affirmative measures to ensure that the youth are afforded adequate opportunities in the County. This Bill thus seeks to establish a legal framework to facilitate this process which will give the youth access to training and employment opportunities’.
