HOUSE APPROVES NOMINEES TO VARIOUS EXECUTIVE POSITIONS

On 31st March, 2026, H.E the Governor submitted to the County Assembly the names of nominees for appointment to various positions within the County Executive.
Subsequently, the Hon. Speaker committed the nominees to the relevant Standing and Sectorial Committees for vetting.
The Committees conducted approval hearings on 24th, 27th, and 28th April, 2026, during which the nominees were thoroughly vetted in accordance with the law.
During a Sitting of the House held today, Wednesday, 29th, April, 2026, the Committees tabled their Reports before the County Assembly for consideration.
Guided by the Committee Reports, the House APPROVED the appointment of the following nominees:
1. COUNTY EXECUTIVE COMMITTEE
- Joseph Rading Otieno – CECM, Governance and Administration.
- Christine Jenifer Akinyi – CECM, Trade, Cooperatives, and Industrialization.
- Willis Okoth Ochieng, CECM, Agriculture, Irrigation, Food, Livestock, and Fisheries
- Erick Abungu Odawa – CECM, Public Works, Roads, Energy, and Transport
- Ochogo Nicholas Kut, CECM, Tourism, Culture, Sports and Arts
- Augustine Neto Adhola, CECM, Lands, Physical Planning, Housing and Urban Development
The House has, however, REJECTED the nomination of George Odhiambo Nyingiro for appointment as the CECM for Finance and Economic Planning, and Grace Agola for appointment as the CECM for Education, Youth Affairs, Gender, and Social Services.
2. COUNTY PUBLIC SERVICE BOARD.
The House APPROVED the following nominees as Members of the Siaya County Public Service Board:
- Amb. Frost Edwin Otieno Josiah
- Rose Achieng
- Lawrence M. Odero
- Oscar Onyango
Dorothy Akinyi Owino withdrew from the vetting process
3. COUNTY ATTORNEY
Having satisfied the requirements of Section 5 of the Office of the County Attorney Act, 2020, read together with the Public Appointments (County Assemblies Approval) Act, 2017 and the Constitution of Kenya, 2010, the House has APPROVED the appointment of Emma Velma Maumo as County Attorney.
4. CHIEF OFFICER NOMINEES
The House further approved the following nominees for appointment as Chief Officers: –
- Maurine Awuor Onyango – ICT and Public Service Transformation
- Walter Okelo Ochieng – Governance and Administration
- Joseph Oloo Mboha – Lands, Physical Planning, Surveying and Housing
- Wilfred Ouma Nyagudi – Tourism, Culture, Sports and Arts
- Jared Onyango Abayo – Environment, Climate Change and Natural Resources
The approval paves the way for H.E. the Governor to formally appoint the nominees to their respective offices.
