WHEREAS Article 196(1)(b) of the Constitution of Kenya, 2010 provides that a County Assembly shall facilitate public participation and involvement in the legislative and other business of the assembly and its committees.
AND WHEREAS Section 126 (1) of the Public Finance Management Act, 2012 provides that every County Government shall prepare a development plan in accordance with Article 220 (2) of the Constitution of Kenya, 2010.
AND WHEREAS Section 126 (3) of the same Act states that “…The County Executive Committee member responsible for planning shall, not later than the 1st September in each year, submit the development plan to the county assembly for its approval…”.
IT’S THEREFORE NOTIFIED for the information of the public that the proposed Siaya County Annual Development Plan (CADP), 2027/2028 has been submitted to the County Assembly and committed to the County Assembly Committee on Budget and Appropriations for consideration and thereafter reporting to the House.
In the matter of consideration of the Saiya County Annual Development Plan (CADP), 2027/2028, The County Assembly committee on Budget and Appropriations invites Ward development Committees, Youth Groups, Women Groups, Groups of PWDs, Civil Society Groups and any Other Member of the public to submit written memorandum on the CADP, 2027/2028.
Copies of the proposed Siaya County Annual Development Plan (CADP), 2027/2028 can be obtained from the Siaya County Assembly website (www.siayaassembly.go.ke) or from the Office of the County Assembly Clerk during official working hours.
Memoranda on the proposed Siaya County ADP, 2027/2028 may be forwarded to the Clerk of the County Assembly of Siaya, P.O. Box 7 – 40600, Siaya; hand-delivered to the Office of the Clerk, Siaya County Assembly Buildings, Siaya; or emailed to clerk@siayaassembly.go.ke; to be received not later than Friday, 2nd October, 2026 at 5.00p.m.
