The House formally reconvened for the 4th Session after long recess.

This marks the beginning of one of the busiest parts of this Session with the start of the Budget Cycle in the Assembly Calendar, among other upcoming crucial business.

Other than the arduous budget making process that moves into the next stage of the submission of the Siaya County Fiscal Strategy Paper (CFSP), 2020 by the County Treasury by the 28th day of February, 2020, Members of the House return to a swarming legislative in-tray.

Among the priority Bills for the House during this Fourth Session of the Second Assembly are;

1. The Siaya County Cooperatives Development Fund Bill, 2019

2. The Siaya County Gender Equality and Women Empowerment Bill, 2017

3. The Siaya County Village Administrative Units Bill, 2018 (Consideration of the Governor’s Memorandum)

4. The Siaya County Fire and Rescue Services Bill, 2018

5. The Siaya County Public Entertainment and Amenities Bill, 2017

6. The Siaya County Anti – Pornography Bill, 2017

House Committees are also expected to table the following reports;

1. The Budget and Appropriations Committee to report to the House on its consideration of Siaya County Supplementary Budget for FY 2019/2020; and the Siaya County Budget Review and Outlook Paper, 2019

2. The Finance, Trade, Industry and Cooperatives Development Committee to report on the County Government of Siaya quarterly reports and financial statements for the quarters ended 30th September, 2019 and December, 2019

3. The Public Investments and Accounts Committee to report on its consideration of The Report of the Auditor General on the Financial Statements of Siaya Education Bursary Fund for the 15 months period ending 30th June, 2017

4. The Public Investments and Accounts Committee to report on its consideration of The Report of the Auditor General on the Financial Statements of Siaya Education Bursary Fund for the financial year ending 30th June, 2018

5. Agriculture, Livestock and Fisheries Committee to report on the status of the County Government funded facilities and fish landing bays in Siaya County.

House Speaker, George Okode, has affirmed that the County Assembly shall not diverge from its cardinal mandates of legislation, oversight and representation.
