RESUMPTION OF ASSEMBLY BUSINESS AFTER LONG RECESS

SIAYA, 7th February, 2023 –

The House formally reconvened for the 2nd Session of the Third Assembly today, Tuesday, 7th February, 2023 in line with Standing Order No. 24 (1) of the Siaya County Assembly Standing Orders.
Key issues pending before committees that will be considered by the House in the course of this Session include:-
1. Amendments to the Siaya County Bursary Fund Act which will be sponsored by the Committee on Education with the view to align the Act to the expectations of the beneficiaries.
2. Amendments to the Siaya County Equitable Development Act, 2019, which will be sponsored by the Committee on Budget and Appropriations with the aim to enhance allocation towards Ward based projects.
3. Report of the Committee on Lands and Physical Planning on the Siaya County Spatial Plan.
4. The Committee on Public Accounts is also expected to table its reports on the Siaya County Bursary Fund and the Siaya County Alcoholic Fund.
5. The Committee on Budget and Appropriations is also expected to table its reports on the County Annual Development Plan (ADP) in line with Section 126 of the Public Finance Management Act, 2012 and The County Budget Review and Outlook Paper (CBROP) as contemplated in Section 118 of the Public Finance Management Act, 2012.
6. During this Session, the County Executive is expected to send to the County Assembly the following Budget Documents:
i. County Debt Management Strategy Statement (CDMSP) which should be submitted by 28th February pursuant to Sec. 123 of the Public Finance Managements Act.
ii. County Fiscal Strategy Paper (CFSP), which should be submitted by 28th February in line with Sec 117 of the Public Finance Managements Act.
iii. Proposed/Draft Budget Estimates- County Executive which should be submitted by 30th April pursuant to Sec. 129 of the Public Finance Managements Act.
Further, with a view to improve its oversight function as envisaged in Article 185(3) of the Constitution of Kenya, 2010 and Section 39 (2) of the County Governments Act, 2012, during this Session, the House shall invite CEC Members to appear before its Committee on General Oversight every Wednesday to share their departmental work plans, programs and respond to issues of concern raised by Members.
Tomorrow, Wednesday 8th February, 2023, the newly elected South Gem Ward Member of County Assembly Hon. Brian Anyango Obiero, will be sworn in by the Speaker of the County Assembly, Hon. George Okode.
