HOUSE ADOPTS MOTION ON IMPEACHMENT OF CECM FOR WATER, SANITATION, ENVIRONMENT, CLIMATE CHANGE AND NATURAL RESOURCES

The County Assembly of Siaya has this afternoon adopted a Motion seeking the removal from office of Dr. Julie Caroline Phoebe Adhiambo Akinyi Onyango as the County Executive Committee Member for Water, Sanitation, Environment, Climate Change and Natural Resources.
Via a Motion moved by the Chairman of the House Committee on Water and Natural Resources, Hon. Justus Oguta, in line with Section 40 of the County Governments Act, 2012 and Standing Order 73(2) of the County Assembly of Siaya Standing Orders, the House resolved to impeach the CECM from the attendant docket on the grounds of;
1. Gross violation of the Constitution of Kenya, 2010;
2. Abuse of office; and,
3. Gross misconduct
Among other things, the CECM is accused of failing to honour invitations and summonses by a committee of the Assembly; lying under oath; harassment, mistreatment and intimidation of junior officers; and assault of a member of the public.
Consequently, pursuant to Section 40(3)(a) of the County Governments Act, 2012 and Standing Order 73 (3) of the County Assembly of Siaya Standing Orders, the Assembly has appointed a select committee comprising of five of its members to investigate the matter.
The five Members are:-
1. Hon. Francis Otiato
2. Hon. Lorna Adida
3. Hon. Brian Chieng’ Abiero
4. Hon. Bernard Adalla
5. Hon. Cynthia Akinyi
The select committee shall report, within ten days, to the County Assembly whether it finds the allegations against the County Executive Committee Member to be substantiated.
The CECM will have the right to appear or be represented before the select committee.
