HOUSE APPROVES SIAYA COUNTY FISCAL STRATEGY PAPER (CFSP), 2024

The County Assembly of Siaya has today, Thursday, 21st March, 2024 during its Afternoon Plenary Session, adopted with amendments, the Siaya County Fiscal Strategy Paper (CFSP), 2024.

 

The County Fiscal Strategy Paper is a development plan largely drawn from the County Annual Development Plan (ADP) that sets out the broad objectives, policy interventions and strategic priorities that will guide the County Government in budgeting for the coming financial year and in the medium term. The preparation of this Paper is guided by Section 117 of the Public Finance Management (PFM) Act, 2012.

 

In the Sitting presided by Speaker George Okode, the House recommended for the implementation of the proposed pre-primary school feeding programme at Ksh 110,044,517 and stressed that it should run throughout the year and that uniformity of the foods provided to the children be adhered to.

 

Amongst other things, the House further recommended that in preparing the 2024/2025 Budget Estimates, the Department of Agriculture should allocate funds to ensure the completion and operationalization of the rice mill at Siriwo and the ginnery at Madiany in a bid to see the realization of value for money of the projects.

 

The House also recommended that in preparing the Budget Estimates, 2024/2025, the Department of County Health Services should rearrange its priorities to ensure the construction of a casualty and maternity complex at Yala Sub-County Hospital at Ksh 20,000,000, being an addition to a similar amount within the current financial year, and the acquisition of a Magnetic Resonance Imaging (MRI) equipment for the Siaya County Referral Hospital at Ksh 150,000,000.

 

The House has also recommended for the phased upgrading of the following market ring roads to bitumen standards;

– Usenge market ring road at Ksh 40,000,000

– Akala market ring road at Ksh 40,000,000

– Aram market ring road at Ksh 25,000,000

– Sega market ring road at Ksh 30,000,000

 

Within the Department of Tourism, Culture, Sports and Arts, the House has recommended for the completion of the Siaya Stadium at Ksh 70,000,000, the development of Migwena Stadium at Ksh

60,000,000 and the improvement of Pap Komenya, Mahaya and Akala sports grounds at Ksh 7,000,000.

 

Within the Department of Water, Environment, Climate Change and Natural Resources, the House has recommended for the implementation of the last mile water connectivity (Ugunja-Sega-Ukwala) by converting parts of Sigomre-Ugunja, North Ugenya, Ukwala and West Ugenya (Phase 1) at Ksh. 30,000,000.

 

The County Assembly has equally advised the County Executive to promote equity in the distribution of resources within the County.
