HOUSE APPROVES THE SIAYA COUNTY LIVESTOCK SALE YARD BILL, 2025

The County Assembly, during its Sitting this morning, passed the Siaya County Livestock Sale Yard Bill, 2025, with amendments.
The Bill, sponsored by Hon. Fredrick Omoro (East Ugenya Ward), seeks to provide a comprehensive legal and institutional framework for the establishment, management, and modernization of livestock sale yards within the County.
Moving the Bill, Hon. Omoro highlighted its necessity in addressing key challenges, including animal traceability, disease control, and livestock theft across the county.
He noted that, ‘courtesy of this legislation, the County can unlock the full potential of the livestock sector through the provision of essential infrastructure designed to support efficient, safe, and dignified livestock trading, disease surveillance, curb sale of stolen livestock, regulate sale of livestock, leading to increased income, job creation, and overall economic growth across the county.’
On her part, Hon. Cynthia Akinyi Onyango lauded the Bill, noting, “This is a good Bill. It will play a key role in ensuring that there is improved infrastructure development in the existing livestock markets that resonates with the fees and levies collected by the County government.”
Hon. Bernard Adallah (North Ugenya Ward) pointed out that, though livestock farming and trade are among the county’s economic pillars, contributing significantly to rural livelihoods, livestock sales yards have traditionally operated informally. He thus underscored the importance of the Bill, stating that, ‘it will create a structured framework that supports both farmers and traders while positioning livestock as a stronger pillar of Siaya’s economy.’
In passing the legislation, the House further directed the Department of Agriculture, Food Security, Livestock, and Blue Economy to prioritize budgeting for and upgrading existing livestock markets with essential infrastructure, including running water, ablution facilities, quarantine facilities, fencing, and office space for livestock groups and officers.
Following the passage of the Bill, and in line with Section 24 of the County Governments Act, 2012, House Speaker George Okode has forwarded the Bill to His Excellency the Governor for assent.
