While moving the motion for adoption of the vetting report, the Chairperson of the County Assembly Committee on Health Services, Hon. Sylas Madingu, informed the House that the committee considered several legal provisions when evaluating the nominees. Key among these are the Constitution of Kenya, 2010; the Public Appointments (County Assemblies Approval) Act, 2017; the Leadership and Integrity Act, 2012; the Public Service (Values and Principles) Act, 2015; and the Public Officer Ethics Act, 2003.

Furthermore, Hon. Madingu explained that the committee also relied on the Siaya County Health Services Act, 2019, which outlines the criteria for approving the nominees.

In a sitting chaired by Speaker George Okode, the House directed the County Executive Committee Member (CECM) for Health Services to develop training guidelines to facilitate the induction and orientation of the nominees regarding their roles.

The Assembly urged the nominees to leverage their skills to enhance service delivery in the hospitals.

Section 13(1) of the Siaya County Health Services Act, 2019 outlines the functions of the Hospital Board Members as follows: –

(a) Provide oversight over the administration of the hospital;

(b) Promote the development of the hospital;

(c) Approve plans and programs for implementing county health strategies in

the hospital;

(d) Approve estimates before submission to the CECM
