LANDS CECM PUT TO TASK OVER ILLEGAL TEMPORARY STRUCTURES

House Committee of Lands, Physical Planning, Surveying and Housing Chaired by Siaya Township MCA, Hon. James Obiero Otare, today held a consultative session with a team from the Department of Lands, Physical Planning, Housing and Urban Development led by CECM Maurice Otieno M’corege, to look into the status of the temporary and illegal structures spread across the length and breadth of Siaya County.

The CEC – Member mentioned that the structures have been predominantly erected on road reserves and public spaces. Thus, he made a commitment to develop a policy framework to control and manage the erection of temporary structures in a bid to create order and harmony.

The meeting was also attended by officials from the Siaya, Ugunja and Bondo Municipalities led by their respective Municipal Managers who presented their work plans for the FY 2023/24.

Ugunja Municipal Manager, Fredrick Ochieng Opondo, pointed out the importance of a work plan as a guiding tool of operation in the management of the municipalities. He mentioned that the Ugunja municipality board having elected its leadership, was upbeat in facilitating and improving the infrastructure and social services within the municipality.

He further reported that Ugunja Municipality Board is working on an elaborate estate profiling system to help identify and prioritize the needs of the residents and give guidance in the drawing of a waste management plan.

Bondo Municipality Manager, Philip Mbindyo Wasonga, echoed the need to have a collaborative engagement between the county government and the municipalities to help them lay a firm foundation from which they shall anchor a foundation to providing services to the public and also meet their objective.

Siaya Municipality Manager, Linet Achila, presented an annual report for the year 2022-2023 where she highlighted the projects done by the municipality. These were the construction of modern washrooms and parking bays, installation of high masts, hiring of waste management personnel amongst others.

The municipality board managers averred that financial constraints and lean staff as their major challenges and requested for the indulgence of the committee.
