HOUSE APPROVES REPORT ON THE STATUS OF IMPLEMENTATION OF COUNTY ROAD PROJECTS

The County Assembly has considered and adopted the recommendations contained in the report of the Committee on Roads, Public Works, Transport and Communication on the status of the county road projects implemented in the Financial Year 2022/2023 by the Department of Public Works, Transport, Roads and Energy.
As part of its oversight responsibility over the County Department of Roads, the House Committee chaired by Central Sakwa MCA, Hon. Eng. Bismarck Olang’o, has been conducting site visits to check on the statuses of the constructed and improved roads across the county over the years to establish whether the County government and the people of Siaya got value for their resources utilized in the various road projects.
Based on its findings, the Committee noted that the Department implemented a total of 205 road projects during the financial year 2022/2023 out of which 191 projects were completed representing a 93.17% completion rate.
The House agreed with the Committee recommendations that;
1. The Chief Officer responsible for roads should put measures beginning this financial year 2024/2025 to ensure that completion rate for the projects in the department is 100%. Further, the Chief Officer should ensure that each project is implemented as per scope outlined in its bill of quantities.
2. Beginning this financial year 2024/2025, the Chief Officer responsible for roads should submit to the committee a memorandum of understanding between the department of roads and national roads implementing agencies like KeRRA and KURA. Further, the Chief Officer of roads should submit work plans of other national road implementing agencies to the House at the end of the first quarter of each financial year.
3. The Chief Officer responsible for roads should ensure that beginning this financial year 2024/2025, Project Management Committees are provided with the necessary requirements to facilitate their supervision role. Further, the Chief Officer in charge of roads should liaise with other stakeholders towards developing a framework to guide the engagement and payments of PMCs.
